McCarthy reveals Republican ‘framework’ to wage war on big tech censorship

House GOP Leader Kevin McCarthy (R-CA) spoke out on Sunday night to reveal the “framework” he said would help House Republicans stop big tech companies from censoring and silencing conservatives.
McCarthy sends letter to Republicans
McCarthy sent a letter to Republicans in which he laid out the framework which was a response to a series of antitrust bills that passed the House Judiciary Committee last week with broadly Democratic support but also some Republicans including the representing Ken Buck (R- CO).
“Just days before the 2018 primary election, Google search results for ‘Republicans of California’ identified our ideology as ‘Nazism’,” McCarthy wrote. âAt the same time, conservatives like Devin Nunes and Donald Trump Jr. have been banned from the shadows on Twitter. For pro-life groups like Live Action and others, the discrimination was not at all subtle.
“Since then, examples of conservative censorship and bias on Internet platforms have multiplied,” he added. âAll of you know all too well how Big Tech and its predominantly liberal leaders want to set the agenda and silence the Conservatives. But Big Tech isn’t just about free speech. There is also an anti-competitive problem.

McCarthy targets Google
McCarthy focused particularly on the Google attack in his letter.
âOver 90% of searches are on Google and 90% of users give up after first page results,â he wrote. The ability to stack the game protects willing program participants and punishes non-conformers. The same gatekeeper effect resides with Amazon and Apple. If your business or product doesn’t meet the criteria for the corporate revival, it’s increasingly likely Americans won’t find it on these platforms.
âToday’s big tech giants were once the gold standard of entrepreneurship and innovation,â McCarthy continued. âThey hired incumbents, created new services and transformed what our economy looks like today. Innovation and competition are what make a stronger free economy and ultimately our lives better. But the idea of ââBig Tech competition today is corrupt.

âBig tech wants higher corporate taxes because companies like Amazon know it’s the entrepreneurs and disruptors who will have to pay more to try to compete,â he added. âApple, Google and Amazon are using their platforms to tip the scales towards higher fees and their growing product lines. And just about all of the big tech companies have experience copying products or businesses that they aren’t able to acquire. “

McCarthy doubles the bet
McCarthy went on to praise the Justice Department’s antitrust lawsuit against Google under the administration of former President Donald Trump, but added that it was not enough and that Congress had to act.
âThe Trump administration wisely took antitrust action against Google last October, but more can be done and action by Congress is warranted,â McCarthy said. âTo preserve freedom of expression and a free economy, it’s time for Big Tech to face music. House Republicans are ready to lead. This week, I will join leaderboard members Jim Jordan and Cathy Rodgers in deploying a framework to stop Big Tech based on three principles.
The three principles are “accountability”, “transparency” and “strengthening antitrust review”. In the ‘liability’ section, McCarthy said he wanted to end Section 230 protections for big tech, saying the House GOP framework would “restrict big tech and end their abusive practices, including changing the law so that Americans can challenge big tech directly for their violation of public speech rights.
âThis effort begins by removing the shield of responsibility that Big Tech has hidden for far too long,â he wrote. âSection 230 of the Communications Decency Act would be amended to limit liability protections for moderating speech that is not protected by the First Amendment and would prevent Big Tech from discriminating against Americans based on their political affiliation. We would also require a regular reauthorization of Section 230 so that Congress can update regulations in the ever-changing internet landscape. “
“Transparency” section
In the âtransparencyâ section, McCarthy explained that he wanted to help the Conservatives in their fight against Big Tech censors.
“Our framework would allow Americans to end Big Tech’s ability to hide behind vague terms of service that did not significantly limit their conduct,” McCarthy wrote. “We will do this by requiring that any decision to moderate or censor Big Tech content be listed, with specificity, on a publicly accessible website.”
âAdditionally, by requiring Big Tech to implement and maintain a reasonable and user-friendly appeals process, our plan will enable Conservatives and others whose speech rights have been violated to challenge Big Tech’s attacks,â a- he continued.
As for the last section of his plan, McCarthy wants to strengthen antitrust laws.
“Our framework also recognizes that the status quo and bureaucratic delays are not acceptable when it comes to giving Big Tech a long overdue antitrust review,” McCarthy wrote. âWe will provide a fast-track trial with direct appeal to the Supreme Court and allow state attorneys general to help lead the charge against the tech giants to break them down. We will also reform the administrative state and remove the obstacles that delay action on the power of Big Tech. “
